[MEI-L] Encoding staff lines

I think <sb @facs="#somezoneid" /> is probably the best way to do this; It's slightly counter-intuitive since <sb /> is a milestone element, but nevertheless it allows you to encode the physical dimensions of a system and attach a zone to it.
