[MEI-L] App within verse

Briefly --

Not necessarily good reasons, but considerations nonetheless --

1. no one asked,
2. difficult to translate for current (non-MEI-supporting) software,
3. avoidance of making <app> and <rdg> “catch-all” containers -- that is, allowing <app> to appear nearly everywhere and letting <rdg> contain nearly everything.

Is there any particular reason why /app is not allowed within /verse? I could do:

/app
  /rdg
    /verse
      /syl
  /rdg
    /verse
      /syl

But since the verse is the same in my case, I would instinctively do:

/verse
  /app
    /rdg
      /syl
    /rdg
      /syl
