[MEI-L] sample XML files on MEI site start off with incorrect XML

Just another quick note --

While the example files point to the MEI "all" schema (which was chosen as the default target of the 2012 -> 2013 conversion), they probably should point to the "CMN" schema instead.  This could result in slightly different parsing behavior as mei-CMN is a subset of mei-all.
