[MEI-L] meterSig in measure

Hi all,

during the encoding of a piece, the question came up, if <meterSig> should be possible in <staff> or not. The guidelines (http://music-encoding.org/documentation/3.0.0/meterSig/) indicate that <meterSig> is allowed in <layer>, but not in <staff>. Is this a mistake? I don’t see a reason for this…

Anyone has an answer?
