[MEI-L] latest RNG

Hello all,

I just commited the latest revision of the RNG schema.  It can be found in branches/mei19.1/RNG.

This version incorporates most of the changes requested up to this point.  In addition, the schema includes some schematron constraints that are useful for authoring, such as a check that the hand attribute actually points to a hand element.
