[mei-catalog-ig] Replacing <classification> element

Hi Perry

Looks good to me. I notice you have seen (and interpreted correctly!) the work classification used in the Nielsen catalogue and the workaround we have used to imply a hierarchy. At the moment I have only a single question - I've put it at GitHub.
I will have to look a little closer at the classification of sources and may add another question or two...

I'd like to hear feedback on my plan to replace the <classification> element with <classDecl>.  Please have a look at https://github.com/music-encoding/music-encoding/issues/430 and let me know what you think.

My hope is that this change will simplify the process of classification and thereby lead to wider use.
