Yes, indeed! But there's also a practical difference between what should be encoded to be semantically correct, and what Verovio will render. The complexity of the notation ensures that there are always corners of the spec, and of the software, where certain combinations of elements haven't been tested and may not behave as expected. So it's probably a bug or missing feature in Verovio, and it would be great if someone could help with fixing it.
In the meantime, however, if you want to have the correct visual effect there is a practical workaround.
