[MEI-L] Sibmei 2.3.0 released

Sibmei 2.3.0 can now be downloaded from Github<https://github.com/music-encoding/sibmei/releases/tag/v2.3.0>.  It adds a few features, fixes a few bugs and is the last release supporting MEI 3.  The next release is planned to output MEI 4.0.
