[MEI-L] accid/@ploc/@oloc vs. keyAccid/@pname/@oct

Is there a reason why for <accid>, @ploc and @oloc are used while for <keyAccid>, @pname and @oct are used?  That's strange, especially because I think that on <keyAccid>, @oloc would make much more sense than @oct.  (At least most of the time - there might be 20th century exceptions where a composer wants an accidental to only apply to a specific octave.)

What speaks against harmonizing both?
