[MEI-L] App within verse

I would like to support the idea to allow <app> within <verse>, simply 
because of logical reasons. In most cases, it won't be the verse that 
differs, but the syllable within the verse.

I think Laurent's request is perfectly reasonable. We cannot prevent abuse 
of app/rdg and annot in the regular schema. If we really want to do that, it 
has to be done with Schematron anyway. I strongly support to include app 
within verse, and have thus opened a ticket for it.
