[MEI-L] Google Code deprecating downloads

Hi Peter,

Thanks for the heads-up.  This is a real disappointment.  This change in Google's policy makes it difficult to use GoogleCode as the "one-stop" for MEI development and distribution.

There has already been some discussion about moving the development of MEI-related tools to github, so it may not be a big jump to move everything there.  Still, doesn't github require the use of a tarball for downloadables?  Ugh.  That places too large a burden on a person of non-developer-type persuasion who just wants to get the PDF of the Guidelines or someone like me who just wants to point to a web-accessible copy of one of the schemas in MEI documents.

As far as I can see, the MEI schema files (and more?) are served from there, so we should look for another download location and move the files there. One could as well move to GitHub with the whole repository …
