Don't let my hastily-chosen example mislead you.  I wasn't saying that this 

<syl>
 <choice>
    <orig><!-- English --></orig>
    <reg><!-- German --></reg>
  </choice>
</syl>

would always necessarily be the best way to encode multi-lingual texts.  This markup would be useful for those cases where an editor wants to offer a German translation of, say, a song with English text.

In the case where the source material contains both English and German in alternate verses, the following would be better

<note>
  <verse n="1" xml:lang="eng">
    <syl><!-- English --></syl>
  </verse>
  <verse n="2" xml:lang="ger">
    <syl><!-- German --></syl>
  </verse>
</note>
