[MEI-L] Drum notation, or...?

Dear list,

Please forgive me if this is a silly question with a simple answer, but
I've been asked to produce an encoding of this:

What is the text above the staff? I suspect it is another staff for some
sort of drum, probably a military drum. However, I've never come across
anything like this and I can't really make sense of it, except maybe for a
few things like "r" for roll.

Does anyone know that that is and how to read it? And also: how would one
go about encoding that in MEI?
