[MEI-L] <graphic> and external references

Hi, Alastair,

In order to allow multiple end-points and to make MEI more conformant with TEI, the target attribute replaced xlink:href.  In addition, @targettype was added to att.pointing so that *the targets* could be classified -- as opposed to the global type attribute which provides a way to classify the element *to which it's attached.*

I've been working on revalidating some old files against the latest version of the MEI schema (I've generated an RNG file from branches/MEI_dev) and have a question about the attributes to the <graphic> element.
The att.pointing attribute list contains definitions for attributes pointing to external sources. @actuate, @role, @show, and @title are defined in the xlink schema, however @target and @targettype are not. Old versions of the schema (e.g the tag library at http://music-encoding.org/documentation/tagLibrary/graphic) appear to use xlink:href for external sources instead.
Is there a reason that these target attributes are not the xlink ones (e.g. xlink:href)?
