Where does "movement" fit in this scheme? Alternatively, what about parts of
an opera, cantata, or oratorio (overture, aria, recitative, chorus, duo,
and--if you look at Rossini--various morphs among most of the above)?
[I suppose I would tend to branch off for this whole apparatus right under
"score", but of course it's your choice.]

Is there any reason not to force the use of the first structure? That is,
the <layer> element must be used even if there's only a single layer. This
will add one more level to the structure of the tagging (and break any
existing markup), but it makes specifying the content of <staff> somewhat
easier. That is, it makes it easier to deal with the differences between a
CMN score, which will have the following structure --
<score>
<measure>
<staff>
<layer>
and a measure-less score, which will have this structure --
<score>
<staff>
<layer>
In either case the content of <staff> remains the same, i.e., one or more
<layer> elements. Only the content of the <layer> element needs to change
from one kind of notation to the other.
Anyone see something I'm missing?
