[mei-catalog-ig] Usage of authority data

Dear list,

recently we started a discussion on GitHub about how to encode 
authority control data in the MEI header (focal point on work vs. 
person).
We thought it would be a good idea to bring it to a broader audience.

Everyone is invited to contribute to this discussion. Especially 
Kristina and Peter are asked for their ideas.
